In Action

Drawing on three decades of infrastructure and policy experience, Ir Prof CF Lam has successfully collaborated with multi-disciplinary teams to drive green projects. He is committed to collaborative partnerships that translate sustainability goals into visible and real-world impact.
Strategic Delivery of Major Green Infrastructure
01. Harbour Area Treatment Scheme (HATS) Stage 1
- Mega-hub Infrastructure: Spearheaded the early consultancy study of the HK$10.5 billion deep-tunnel sewage collection and treatment
- Synchronised Coordination: Managed cross-government departments and international experts for Victoria Harbour’s strategic regional planning
“Laying the monumental foundation for the comprehensive Victoria Harbour’s water quality improvement.”
02. Enhancement works for Kwun Tong sewage pumping station & treatment works
- Technical Breakthroughs: Introduced Hong Kong's first giant sewage balancing tank to resolve high-load treatment bottlenecks in Kowloon East
- Value Creation: Revitalised industrial facilities into a massive public green landscaped platform
“Forging Hong Kong’s pioneering green landmark integrating community amenities, waterfront space and industrial revitalisation, setting a benchmark for ‘single site, multiple uses’ policy.”
03. Improvement of Yuen Long Town Nullah & Rural Sewage Collection System
- Source Control: Oversaw Phase 2 and 3 of Yuen Long & Kam Tin Sewage Collection Schemes, promoting full connection of rural sewer networks
- Dual Benefits: Implemented integrated flood defence and ecological restoration solutions to tackle rural pollution in the New Territories at source
04. Waste Reduction Framework Plan (WRFP)
- WRFP: Hong Kong’s first landmark 10-year policy aimed at curbing soaring municipal waste and extending the life of strategic landfills.
- Waste Minimisation: Cut solid waste output across domestic, commercial and industrial sectors
- Resource Recovery & Recycling: Doubled waste diversion from landfills for reuse and recycling
- Landfill Conservation: Prolonged landfill operational lifespans and reduced the need for new disposal land
- Source Prevention: Further expanded community waste separation schemes
“The plan paved the way for Hong Kong’s current Waste Blueprint—further raising public awareness for source separation and waste reduction, and expanding the city‘s waste management and recycling infrastructure.”
05. Infrastructure Environmental Compliance
- Statutory Enforcement: Executed enforcement of environmental laws covering air, noise, water, waste and environmental impact assessments, including the management of environmental licensing, permitting, pollution complaint resolution and prosecution.
- Strategic Project Oversight: Provided comprehensive environmental regulatory management for major civil, structural and geotechnical infrastructure projects, including the Shenzhen Western Corridor, Deep Bay Link and Yuen Long Highway Widening.
“Ensuring rigorous environmental compliance and sustainable governance for major cross-boundary and regional infrastructure developments.”
06. Green Finance Research
- Landmark Green Finance Research: Participated in green finance research funded by the Theme-based Research Scheme of the Research Grants Council, concluding in 2026.
- Core Research Areas: Covering climate risk, green infrastructure financing, fintech, talent development and regulatory policies.
“Connecting academia, government and the financial sector to formulate practical financing solutions for green infrastructure, consolidating Hong Kong’s position as a global green finance hub.”
07. Heritage Building Retrofit
- Revitalization Challenges: Energy efficiency, thermal comfort and IAQ compliance due to highly porous envelopes, stringent conservation constraints and demanding indoor environmental requirements, particularly in moist tropical and sub-tropical regions
- Multiple Benefits: Implemented cost-effective ventilation solution cutting energy consumption by over 30%, controlled humidity and improved IAQ.
08. Innovative Building Retrofit with Green Investment Model
- Innovative Building Retrofit : Integrating energy recovery ventilation, humidity control, multi-stage filtration and smart monitoring with exceptional outcomes on energy savings and improved IAQ.
- Performance-Based Contracting : Allowing building owners to overcome upfront capital barrier by tying investment repayment to verified energy savings for enhanced transparency and risk shariing.
“Incentivizing asset owners, financiers and contractors to act. Retrofitting brings co-benefits to communities: improved indoor environments, healthier indoor air and greater occupant well-being.”
09. Climate Resilience Enhancement
- Climate Risks : Increasing frequency and severity of natural catastrophic events resulting in large damages and financial losses. Applying climate science help improve climate risk management capabilities and insurability under extreme weather events.
- Climate Resilience : Conducting data and risk analytics to develop risk analytics platform to visualize spatial distributions of climate risks; design online portal for risk monitoring and early warning systems for different user groups; develop innovative risk management strategies, products and pricing mechanism.
“Applying climate science to de-risk corporates and industries from climate impacts and enhance climate resilience.”
Driven by the
ethos:
uniting sectors to deliver long-term and visible sustainable value
